Analysis of the welfare level of local governments using the KIHASA’s Social Welfare Finance Data

Abstract

|
As local governments expand social expenditure, there is a growing interest in the public in funds financing, resources composition, budget evolution of the local governments and comparisons among local governments. However, it is not possible through the current local financial system (e-Hozo) to analyze and compare local governments because the system dose not include the welfare policy areas on each local government separately. The Korea Institute for Health and Social Welfare(KIHASA) has built for the last 3 years the Social Welfare Finance Database to overcome the limitations of current local financing systems and to make possible a longitudinal and multifaceted analysis. This study analyzes the welfare level of local governments by using the Social Welfare Finance DB(by KIHASA) for the first time. The results of the study shows that since local governments’ social spending is rapidly increasing and deepens a disparity with welfare among communities. Therefore governments need to make sure that stable revenue sources should be obtained and to endeavor that the welfare gap should be diminished.
